Water system update -- Tuesday, February 16, 2010
Toad Harbor / Constantia Water District Design Development
- B&L has finalized plans and specifications for agency review
- It is anticipated that plans and specs will be submitted to review agencies including NYSDOH, county health, NYSDOT, county highway and OCWA on February 17, 2010.
- Waterline easements - Approximately 60% have been received
- Joint application for permit/water supply application - Joint application for permit was submitted to NYSDEC and U.S. Army Corps of Engineers on January 20, 2010
- Final Notice of Intent (FNOI) - FNOI to undertake an action within an agricultural district was submitted to NYS Ag & Markets and Oswego County AFPB on February 2, 2010

Toad Harbor / Constantia Water District Design Development
- Waterline plans were forwarded to the Towns and OCWA for review on September 4, 2009
- OCWA comments were received October 20, 2009
Waterline Easements
- Constantia – All 170 easements have been sent out, 55 signed easements have been received and 45 have been recorded
- West Monroe – All 57 easements have been sent out and 25 signed easements have been received. CCF hasn’t received signed TP584.2 forms from Town, recorded 15 with zero consideration
- Need to set date and time for easement meeting, CCF to send announcement
Tank and Pump Station Site Acquisition
- Wetland Delineation of possible sites completed October 19, 2009
- Negotiations with property owners?
Proposed Bernhards Bay Water District
- RD has all items required to make a pre-eligibility determination

Toad Harbor / Constantia Water District Design Development
- Barton & Loguidace continues to progress the waterline design. The first round of water main plan sheets have been completed (89 plan sheets total)
- We have completed our inventory of necessary easements (approximately 320 needed)
- Barton & Loguidace has contacted a real estate appraisal firm and should have initial tank site & booster site appraisals complete within 2-3 weeks

The original plan had a target date of fall 2009 for bidding. However, finalizing district formation and Intermunicipal Agreements took a bit longer than anticipated. Additionally, funding took much longer than anticipated as the Environmental Facilities Corporation (EFC) was short staffed (9-10 month delay). Without funding, we could not proceed with design.
As it stands, funding is in place but the Town of Constantia still haven't received a reimbursement yet for expenses from EFC. Yet the engineers are not holding back on the design.
With an incredible funding package comes some frustrating bureaucracy.
The good news is that pipe prices were sky high last summer which could have jeopardized the project and are back to reality now... Everything is full speed ahead with the bidding to begin this fall.
