Water system update -- Tuesday, July 20, 2010
Toad Harbor / Constantia Water District Construction
- All Contracts have been executed.
- Notice to Proceed was issued to Contract Nos. 1, 2, 4A & 4B on June 28, 2010. Notice to Proceed was issued to Contract No. 3 on July 7, 2010.
- Contract Nos. 1 & 4A have commenced construction.
- Contract No. 1 has installed nine (9) out of ten (10) horizontally bored highway crossings, two (2) directional drilled creek crossings and approximately 15,000 linear feet of ductile iron water main and appurtenances.
- Contract No. 4A has commenced site work and excavation for the foundation.
- Contract No. 2 & 4B have submitted a majority of the required Shop Drawings.
- Waterline Easements / Property Acquisition
- There are currently 33 outstanding easements including 12 in West Monroe and 21 in Constantia.
- Joint Applications for Permit/Water Supply Application
- ACOE issued Permits on June 29, 2010.
Proposed Bernhards Bay Water District
- It is anticipated that a revised preliminary eligibility determination will be received from RD this week.

Toad Harbor / Constantia Water District Bidding Schedule
- Town of Constantia to authorize Advertisement for Bids for all Contracts tonight.
- Advertisement will be published the week of March 21st (Advertisement to Official Newspapers by Thursday, March 18th at noon)
- Bid Opening for all Contracts scheduled for April 22nd at Town Hall:
- Plans and specs were submitted to review agencies including NYSDOH, County Health, NYSDOT, County Highway and OCWA on February 17, 2010. Comments are anticipated within the next two (2) weeks. Any changes would be addressed via addendum.
Waterline Easements
- Approximately 70% of easements have been received (90 outstanding as of Friday, March 12th).
- Water Committee met on March 12th to review outstanding easements, starting door-to-door follow-up.
Joint Applications for Permit/Water Supply Application
- Joint Application for Permit was submitted to NYSDEC and U.S. Army Corps of Engineers on January 20, 2010
- Notice of Complete Application has not been received to date
Final Notice of Intent
- FNOI to Undertake an Action within an Ag District was submitted to NYS Ag & Markets and Oswego County AFPB on February 2, 2010
- NYS Ag & Markets determined FNOI was complete on March 4, 2010; initial determination due within 45 days
SWPPP
- Five (5) days for permit after NOI is sent to the DEC
- SWPPP will be available for bidders review, if requested
Proposed Bernhards Bay Water District
- PED Application has moved from RD’s Regional Office to the State Office for processing

- B&L has finalized plans and specifications for agency review
- It is anticipated that plans and specs will be submitted to review agencies including NYSDOH, county health, NYSDOT, county highway and OCWA on February 17, 2010.

- Waterline plans were forwarded to the Towns and OCWA for review on September 4, 2009

Waterline Easements
- Constantia – All 170 easements have been sent out, 55 signed easements have been received and 45 have been recorded
- West Monroe – All 57 easements have been sent out and 25 signed easements have been received. CCF hasn’t received signed TP584.2 forms from Town, recorded 15 with zero consideration
- Need to set date and time for easement meeting, CCF to send announcement
Tank and Pump Station Site Acquisition
- Wetland Delineation of possible sites completed October 19, 2009
- Negotiations with property owners?

Toad Harbor / Constantia Water District Design Development
- Barton & Loguidace continues to progress the waterline design. The first round of water main plan sheets have been completed (89 plan sheets total)
- We have completed our inventory of necessary easements (approximately 320 needed)
- Barton & Loguidace has contacted a real estate appraisal firm and should have initial tank site & booster site appraisals complete within 2-3 weeks

The original plan had a target date of fall 2009 for bidding. However, finalizing district formation and Intermunicipal Agreements took a bit longer than anticipated. Additionally, funding took much longer than anticipated as the Environmental Facilities Corporation (EFC) was short staffed (9-10 month delay). Without funding, we could not proceed with design.
As it stands, funding is in place but the Town of Constantia still haven't received a reimbursement yet for expenses from EFC. Yet the engineers are not holding back on the design.
With an incredible funding package comes some frustrating bureaucracy.
The good news is that pipe prices were sky high last summer which could have jeopardized the project and are back to reality now... Everything is full speed ahead with the bidding to begin this fall.
